Married to Ms. Antonieta Bondoc Tiotuico who is the Schools Division Superintedent of the Department of Education, Angeles City, with a son named Jaredth (married to Avy with a child named Jarvis)

Educational Background

A graduate in secondary level at the Mother of Good Counsel Seminary, San Fernando, Pampanga in 1965

A graduate of Bachelor of Arts in Philosophy at the University of the Philippines, Diliman, Quezon City, 1975

Completed his Masters in Business Administration (MBA), Angeles University Foundation, 1978

An undergraduate of a Doctorate in Public Administration (MPA), University of the Philippines, Diliman, Quezon City, 1992

Achievements in Tourism

Was responsible in organizing the 1st Philipine International Hot-Air Balloon Festival in 1994 following instructions from then Undersecretary Mina Gabor to identify an event that would lift up the spirit of the people of Pampanga three years after the eruption of Mt. Pinatubo. The project has become the biggest aerosporting event in the country and has been adapted by Clark Freeport authorities as their annual centerpiece event.

Initiated the Mt. Pinatubo "Kabuhayan sa Turismo" Program which sought to identify places of interest for tourism to thrive and thereby benefit the host population thru economic activities. The program identified the community of Sta. Juliana in Capas, Tarlac as the pilot study for the program. Soon after the launching of the project in 1999, the local population stood to gain the economic benefits of tourism. Some 500 residents took on varying jobs such as guides, porters, all-weather vehicle drivers, homestay participants, souvenir makers, among other jobs.

Attracted foreign capital from a Korean company in 2004 which built the Mt. Pinatubo Wellness Spa in Sta. Juliana, Capas, Tarlac with a total investment of about P15 Million and hiring more than 100 residents thereafter.

Attracted foreign capital worth P7 Million from a Korean company in 2005 which built another wellness spa in Brgy. Sapang Bato, Angeles City close to the Puning Hot Springs in Porac, Pampanga. The project provided livelihood to more than 100 members of the indigenous community of Aetas.

A recipient of two international awards and one national award for his sustainable development project in the Mt. Pinatubo area, namely Pacific Asia Travel Association (PATA) with a Gold Award in 2000, Malaysia, ASEAN Tourism Association for Best Ecotourism Project in 2001, Yogyakarta, Indonesia, and the Department of Tourism with the Kalakbay Award for Best Ecotourism Product in Malacanang with President Gloria Macapagal Arroyo giving the award.

Was responsible in designing and the construction of a regional website at www.visitmyphilippines.com where all fifteen (15) regional offices and their databank are stored for retrieval at the click of a mouse.

Attended a 22-day seminar-workshop on tourism development in Beijing, China in May 2007.

Attended a 2-day workshop on Avian Flu Simulation Exercises in Jakarta, Indonesia, September 2007 as organized by the World Tourism Organization.

Attended the ASEAN Crisis Communication Train the Trainor Program, June 18-19, 2008, Bangkok, Thailand.
