Mt. Tapulao Resolution to Stop Mining

RESOLUTION NO. 2009-219

RESOLUTION EARNESTLY REQUESTING THE MINES AND GEOSCIENCES BUREAU TO CEASE FROM PROCESSING ALL EXPLORATION PERMIT APPLICATION (EPA) WITHIN THE 15,690.1547 HECTARES MT. TAPULAO PROTECTED AREA

WHEREAS, under Res No. 2008-27-A, the Sangguniang Panlalawigan of Zambales had requested Her Excellency, President Gloria Macapagal-Arroyo through the Hon. Lito Atienza, Secretary of the Deparment of Environment and Natural Resources, to declare a moratorium on the issuance of mining permits within the 17,092 hectares Eco-Tourism zone of Mt. Tapulao, through a Presidential Proclamation, as Protected Area for Tourism purposes;

WHEREAS, in line with the objective to protect and preserve the natural features and to maintain the environment’ integrity and ecological balance of Mt. Tapulao, this Body hereby earnestly requests the Mines and Geosciences Bureau for a moratorium on the issuance of mining permits within the 17,092 hectares Eco-Tourism zone of Mt. Tapulao, through a Presidential Proclamation, as Protected Area for tourism purposes;

WHEREFORE, ON JOINT MOTIONS of Hon. Samuel D. Ablola and Hon. Wilfredo Paul D. Pangan, duly seconded unanimously, the Sangguniang Panlalawigan of Zambales in session assembled-

RESOLVE, as it is hereby resolved, that this Body hereby earnestly request Her Excellency, President Gloria Macapagal-Arroyo, through the Hon. Lito Atienza, Secretary of the Deparment of Environment and Natural Resources, to declare a moratorium on the issuance of mining permits within the 17,092 hectares Eco-Tourism zone of Mt. Tapulao pending result of the request for the declaration of Mt. Tapulao, through a Presidential Proclamation, as Protected Area for Eco-Tourism Project in Central Luzon.

RESOLVE FURTHER that copy of this Resolution shall be furnished Hon. Ramon J.P. Paje, Presidential Assistant on Mining & MDC Executive Director, Mines and Geosciences Bureau, Diliman, Quezon City, for his appropriate indorsement, the Hon. Regional Director of the Mines and Geosciences Bureau, City of San Fernando, Pampanga, for their information and appropriate endorsement, the Hon. Lito Atienza, Secretary of the Deparment of Environment and Natural Resources-Manila for his indorsement and to Her Excellency, President Gloria Macapagal-Arroyo, for her favorable consideration.

RESOLVE FURTHERMORE that copy of this Resolution be furnished the Department of Tourism, (DOT), Manila the Municipality of Palauig, for their information and support.

ADOPTED this 23rd day of September, 2009.

We hereby certify to the correctness of the foregoing resolution which was duly adopted by the Sangguniang Panlalawigan during its special session held on September 23, 2009.
